Manitoba Provincial Nominee Program (MPNP)

With an economy based largely on natural resources and agriculture, the province of Manitoba is a major driver of Canada’s wealth. Manitoba’s population of approximately 1.2 million is located largely in and around the capital city of Winnipeg. Manitobans benefit from tight-knit communities, a stable labour market, and sweeping natural wilderness.

The MPNP is Manitoba’s Provincial Nominee Program. Through this program, prospective immigrants with skills and experience targeted by the province may receive a Manitoba Provincial Nomination Certificate.

The following are streams that are currently active and/or ones that are being restructured as part of the MPNP renewal process:

Skilled Worker

The Skilled Worker categories operate through an 'Expression of Interest' system, whereby eligible candidates complete a series of questions online and are not required to upload supporting documentation before submitting their profile into the EOI pool. Profiles will be placed in the pool with other eligible candidates and you will receive a score based on the answers you provide. The MPNP will then rank you using several factors and if you are among the highest-scoring candidates, you may be invited to submit an application to the MPNP. There are no limits on the number of candidates who can submit an Expression of Interest and no deadline.

There are currently two streams to Manitoba as a skilled worker, both of which operate under the MPNP Expression of Interest System. As part of the MPNP renewal, the Skilled Worker Immigration Streams will consist of four pathways as explained below.

Skilled Worker in Manitoba

Applications are accepted from qualified temporary foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent, full-time job with their Manitoba employer. Unlike the other connections to Manitoba in the MPNP, Skilled Workers in Manitoba are not subject to a points-based assessment. As part of the MPNP renewal, the Skilled Worker in Manitoba Stream will consist of two pathways: Manitoba Work Experience and Employer Direct Recruitment.

Minimum Requirements for Applicants

In order to be eligible under the Skilled Workers in Manitoba category of the MPNP, candidates must:

• Be either a qualified temporary foreign worker OR an international student graduate;
  • International student graduates must have attended an authorized education or training program at a public, or registered private vocational, post-secondary institution in Manitoba. (Language programs are specifically excluded.)
  • The academic/vocational program must have been full-time and at least one academic year in length.
  • The candidate must have successfully completed the program and have been awarded a diploma, degree, or certificate.
• Have a permanent, full-time job offer from their current Manitoba employer;
• Have worked for their current Manitoba employer continuously for at least six months;
  • Any periods of self-employment, unauthorized work or periods of employment during which candidates were engaged in full-time study (e.g. work experience gained on a co-op permit) will not be included when calculating the period of qualifying work experience in Manitoba.
• Hold a valid Work Permit or Post Graduation Work Permit from Immigration, Refugees and Citizenship Canada (IRCC);
• Have all qualifications for the position including training/education and any required licence or certification;
• Have job-ready English; specifically, candidates must demonstrate the English or French proficiency to fulfill the duties of their job description;
• Have a connection to Manitoba through employment that is stronger than ties they may have to another province;
• Demonstrate in a Settlement Plan intention and ability to live, work and establish their work and family life in Manitoba as a permanent resident; and
• Demonstrate they have sufficient settlement funds

How to Apply for Immigration to Manitoba through MPNP ?

The Skilled Worker Immigration stream of the MPNP has been designed to allow the entry of professionals into Manitoba in a swift and easy manner. The primary objective of the MPNP through SWI is to provide a steady stream of immigrants into the province who can successfully and sufficiently fill up the skill gaps occurring within the provincial economy.

So, the priority is given to professionals whose occupations align with the national occupations classification ( NOC) of the federal government. If your occupation falls within the prescribed NOC categories for the province of Manitoba, then your immigration application has a higher likelihood of being accepted and entertained by the MPNP authorities. Here are the general minimum requirements to be eligible for application to the Manitoba Provincial Nominee Program:

• Attain minimum score of 60 out of 100 in the MPNP assessment grid
• Should be able to furnish ample documentation in support of residency in Manitoba
• Must have a minimum of 2 years of experience in a relevant field.
• Must furnish authorities with a Settlement Plan specifying interest in permanent residency in Manitoba
• Must attain a minimum score of 4.5 I IELTS, which should have been taken in the past 2 years

MPNP Required Documents Checklist

Together with other criteria as mentioned above, MPNP requires applicants to submit relevant documents in support of their application for immigration to Manitoba. Proper documentation is instrumental to validating an immigration application and should not be taken lightly. It is advised that special attention be given to this aspect of immigration application as without the correct documentation any application will not be accepted. These are:

• Government sponsored Identity Proof.
• Academic educational certifications
• Marriage Certificates
• Dependent Children Information Certificates
• Valid passport and travel related documents
• Evidence of language proficiency (English or French)
• Employment Experience Information
• Proof of Funds needed to settle in Manitoba
• Police and health clearance certificate

Manitoba PNP Rules 2020

The following is a list of rules for applying for the Manitoba PNP in 2020:

• Candidates should be older than 21 years and younger than 45 years of age.
• They should have a valid job offer or an occupation in-demand
• Should have at least an undergraduate diploma or degree or equivalent certification.
• Should be able to show a minimum of 2 years of working experience in the past five years
• They must be able to provide Manitoba immigration authorities with a Settlement Plan that would showcase their willingness and ability to settle in Manitoba.
• They should at minimum achieve a CLB6 score in all four segments of the IELTS exam.

Manitoba Ielts Score Requirements 2020

Manitoba is a central Canadian province well known for its primary industries and agriculture. The minimal language proficiency required by the province is a CLB6 across all categories of the IELTS exam i.e. in reading, writing, speaking and listening. The minimal level for qualification has been designed to allow both skilled tertiary/service professionals as well as factory workers into the province as permanent residents. This requirement is lesser than that of the federal Express Entry program, which demands a minimal score of CLB7 across all IELTS segments. Therefore, those having trouble clearing the minimum requirements benchmark at the federal level can apply through Manitoba.

Applying for PR visa to Manitoba through the Express Entry Program

Apart from applying for immigration to Manitoba through the Manitoba Provincial Nominee Program, you can also use the Express Entry system to immigrate to the Canadian province. This method is also swift in its processing and takes about the same time as any immigration application through the MPNP. Also, if you already have a provincial immigration nomination via MPNP, then your chances of selection through the Express Entry program are significantly heightened. Your profile will be given an additional 600 points in the Express Entry job pool and thus there is a greater likelihood of receiving an invitation to apply for a PR visa.
